The chief lesson is that the turnout in an untested urban market can be wildly overestimated. Wagering amounted to only 40 percent of what Harrah's expected. Now, Louisianans suffer in the knowledge that most serious gamblers follow the billboards straight from the New Orleans airport to the Gulf Coast in Mississippi. Early last year, the courts ruled that because this was Federal property, only the Secretary of the Interior could budge Saint Joan for the buses. Denying reports of financial troubles or bankruptcy preparations, the ads noted that Harrah's Entertainment had provided a written completion guarantee. Meanwhile, instead of having the world's largest casino, New Orleans has the world's largest tombstone to the gambling industry's ambitions. The next year, the city granted him and Caesars World a lease on its Rivergate Convention Center site next to the French Quarter, in the middle of the hotel district, where Canal Street approaches the Mississippi River. The temporary casino was supposed to provide the rest of the construction money. Even New Orleans residents wanted to work in the casino -- the pay and benefits were attractive -- but not necessarily gamble there. Harrah's won government approval for its casino with extravagant projections of revenues and tax payments -- numbers certified by investment bankers, accountants and state officials. Although Louisiana law expressly forbade gambling, state lawmakers, flush with campaign donations from the casino industry, finessed the point in the late 's by defining gambling on river boats as "gaming. Despite Mr. Casino executives and especially politicians also learned in New Orleans that less is sometimes more. A week later, the gambling floor was under water, in the city's worst flood in 30 years. Hemmeter's head start, Harrah's was not about to quit. Edwards never hid. Even there, arguments continue over whether gambling's economic advantages are worth the rise in crime, bankruptcies and compulsive wagering. Harrah's went along with the Hemmeter vision: first, a temporary casino, in the old municipal auditorium, then a permanent casino at the Rivergate site -- with , square feet, larger than anything in Las Vegas. But today the casino, larger than a Manhattan block, sits empty and unfinished, a decaying hodgepodge of Greek Revival columns, French Second Empire towers and skeletal, exposed beams.
